GSA Employees Still Have Fears of Terrorism
March 14, 2026

1Freedom-TowerSix members of the General Services Administrations have filed a federal lawsuit seeking a court order to prevent the agency from resuming operations in the newly built World Trade Center citing that after the September 11th attacks they still have fears of terrorism.

The GSA is in charge of basic functioning of government buildings.  Since the 9/11 attacks they have had their offices at 26 Federal Plaza which is about a mile from Ground Zero.  Now their new home is scheduled to be maintained on six levels of the Freedom Tower.

Lawrence Tomscha who has been the President of the GSA since 1988 says he still shudders every time he see a low flying plane since the attacks.

Jonathon Williams who is a vice-president at the GSA is worried that the move to the Freedom Tower will aggravate his high blood pressure along with his stress levels.

Priscilla Rosario who is a program analyst at GSA lost her godfather in the 9/11 terror attacks and says she is experiencing severe trepidation as the proposed move comes closer.

The new GSA offices would be located on the 55th floor which is roughly halfway up the newly constructed 104 story building.  Workers fear that in the event of an evacuation that it would be nearly impossible to scale the number of stairs required to make it to safety.

The new GSA office space was signed to be leased in July of 2012 for $351 million for a 20-year lease.  The lawsuit claims that this was money that was not needed to be spent considering there is still vacant space in the current offices.

The lawsuit also claims that the GSA sidestepped many directives in place to prevent government waste and abuse.  The GSA failed to get Congressional authorization to make the move to the new facility the lawsuit alleges.

You can absolutely see how moving to the Freedom Tower could strike fear in the hearts of those that lived through the 9/11 attacks.  The people who survived for very fortunate to do so and I am sure that in the back of their minds there is always that thought that the terrorists could strike the same place twice. Everyday people wake up and return to work at the Pentagon and at the Freedom Tower currently, whether the all lived through the attacks I cannot say.  I also know people who were effected directly by the attacks but I cannot say what it would be like to work in that area again if I was a survivor.  I know personally I do not let people strike fear in me and would never want to be held captive of my fears to return to that area, but it was a tragedy that Americans faced directly.  I think if I was there and survived I would want to return to show the world and the terrorists that you can break our buildings and our spirits but we will return, we will fight, and we will endure.
